Well, it's somewhat true. However, the gearbox is still connected to the engine (by the clutch) and there is viscious drag inside the box. I didn't think it was enough to turn the wheels, but it's there. When you keep your foot on the clutch long enough (to bring the gearbox into equilibrium), then I bet the wheels will stop dead.
