9-3/NG900 Steering Wheel Audio Controls

Hi All,
I would like to put a 9-3 wheel with audio controls in my 97 NG900.
I know that the 9-3 came with steering wheel audio controls and that the NG900 did not.
I also know that in order to put a 9-3 wheel on a 900 you need the upper column, wheel and airbag.
I have the upper column and will be recieveing the wheel and bag shortly.
Now the fun part.
I have an aftermarket stereo installed and would like to use the steering wheel buttons with it. I know PAC makes a device which learns remote signals and repeats them using the stock buttons. It's instructions advise me to splice into a wire behind the SID unit (yel/blk pin 18). Now seeing that my car did not have steering wheel audio controls that pin is obviously not there (it's not).
I have read that the contorls and the horn share the same wiring and that the horn is 0 ohm's.
My question is: Does the SID unit decipher if the horn or the remote buttons are pressed? Or is it another unit like the ICE that deciphers the signals then forwards them on to the correct device?
I'm basically questioning whether once I get all this installed I can just splice into the horn output coming off the column or if it's a no go.
Hope I explained all of that well enough.
