The bolts don't "snap", they stretch if unlucky. You might not even notice when doing a retorque but the result could be a less clamping bolt than it was before the retorque.
It's very difficult to tell either/or.

So if the valve cover gasket is ok to reuse, why do they start to leak after some years of being in there?
And when do we know when it is ok to reuse and not ok to reuse?
The rubber gets hard with years and miles and flattened out and at some point, it starts to leak.
A person doing the job themself have all rights to do it in a way they like, that doesn't mean a shop wants to take short cuts and jepordize the outcome of the job.
My philosphy is that since we know the bolts are bad, why not get new ones in there and clamp it down properly and since I can't promise the valve cover not to leak, why not install a new one and then it's good to go for a long time after and at the same time, replace the plug on the side of cylinder head for the old ignition distributor hole.
That doesn't mean I just want them to spend their money, I also want them to get the most bang for the buck when I'm in there.
Most people want their cars to be trouble free and value that over cheap repairs.
Some people go to great length to get a cheap repair and then end up spending more money because it turned out to be just that, cheap.
The cost to replace bolts, valve cover gasket, PCV grommet and distributor plug comes up to about $150.00 parts and labor.
