Do you have more information about the car? production year and such.
If the 9-3 is an early model, that loks like the 900, the procedure is pretty straight forward. You have to loosen the screws around the panel under the steering column. There are two screws inside the fusebox on the left side of the dash, and the rest of them is in plain sight. You also have to loosen the OBD2 connector under the panel. There is a plastic stud above the brake pedal, press the center pin on the stud through and then pull the stud out. Now you can remove the panel. The relays is located in a holder or frame to the left of the steering column. you have to loosen the screw in the rear part of the frame and bend the frame down. you should now see the relays. There are three rows of relays, and the starter relay is in the centre row nearest the screw you removed to lower the frame.
