Same here my one back caliper was rust bound. I did new pads and rotors
from the kind help here; without disconnecting the caliper from the brake
lines. I only opened the master resevoir to let the level go up when to
accomdate the new pads.
Sorry I can't help with the disconnect+paint. But the chance of it being
rust bound is greater than that of it being bad/seized.
