You must not be using very good vise grips - make sure it's the type for bolt heads, not flat jawed - you should be able to get it squeezed down tight enough to whack with a rubber hammer - welding on the pan could cause the threads to weaken or warp etc and while fun to do is probably overkill...
it's likely there's no washer and they tightened a steel bolt down against the aluminum pan and it's welding itself in with shear force... when you put a new bolt in make sure the washer is there - might use a magnet tip type also for usefull info. on engine health.
Last but not least use a box end wrench NOT a socket - why? Basic physics - a lever arm applies the torque at the corner point - if you use a socket, the offset depth from the wrench end to the nut/socket contact causes the end to twist off like a top on the floor (which has an offset contact on the bottom tip, while the center of gravity is toward the center) - box end applies the force in the correct plane with the bolt head.
(One way around this is a trick socket wrench I found that has a joint in the head to lean the handle, and the handle itself is offset bent, allowing you to put your hand in paralell with the bolt head and thus acting like a wrench! - It's missing but when I find it I'll post a photo)
Clearly the oil place overdid it - that's not the worst they can do - usual worst case with quickie goobs and their monkeys is they forget to even tighted it, the thing backs out and drains on a drive home killing the engine... have a mechanic do it or DIY
