CEL- Check Engine Light is Still On!

Well, the CEL came back on again- shortly after my third visit to a good Saab/Volvo independant shop in NJ to fix the problem. Each successive fix has lasted less than the previous one. And the mileage has slipped a bit, too. The most recent fix didn't last 20 miles. These guys seem to know what they are doing, their shop is very spiffy and well equiped, they only fix Saabs and Volvos- but the problem remains. I am befuddled, to say the least. And I have a New York State inspection due next month, which my car won't pass if the CEL is on! So far they have replaced the gas cap, the sleeve in the gas tank filler line and an evaporator line (valve?) in the gas tank. Are they looking at the wrong end of the horse? A previous post elicited a suggestion that the turbo bypass valve might need to be replaced, and I'll mention that to this indie shop when I take the car there in a couple days. Should they be looking at the Oxygen sensor, Spectrometer or some other very expensive emissions related part? Greatly appreciate any ideas or suggestions. Thanks
