The parking brake should only need adjusted if the cable has stretched or the parking brake shoes have been replaced. Before adjusting, verify that the cables and parking brake shoes are operating freely. A corroded cable or a binding parking brake shoe can not be fixed with a simple adjustment.
One adjustment is via a 'star' wheel in each rear brake hub to adjust the individual parking brake shoes on each wheel. The 'star' wheel is used to adjust the parking brake shoes on each wheel independently.
The other adjustment is a sort of 'turnbuckle' or cable tensioner on the cable from the hand brake lever to the rear parking brake shoes. This tensioner is located about in the center of the car, in the exhaust system tunnel, about two to three feet in front of the rear axle. This is used to adjust the handbrake lever height.
Try jacking up the rear of the vehicle and place both sides on jack stands. Now apply the parking brake a few notches and attempt to rotate each rear tire by hand. The parking brake should exert about equal braking force on each rear wheel.
If the parking brake force is equal on both rear wheels then adjust the cable tensioner or 'turnbuckle' to give you full parking brakes at a height of about 4-5 notches.
If the braking force is unequal then the parking brake shoes on each side will need to be adjusted.
