Firstly don't panic. It isn't necessarily a major cost, but it is something that needs to be sorted out. You may need to get the help of a tech with this if you are inexperienced with car maintenance or dont have tools. But I would suggest a different tech. A good saab indy with a "tech 2" (a GM diagnostic tool) can use that to diagnose many things including cooling fan problems.
Firstly run the car up to temp... BUT NOT ABOVE whilst feeling the radiator... does it get hot? if it doesnt then the thermostat is likely stuck closed. Not an expensive part ($10-$20), a little more involved to replace than on some cars, but well within the grasp of a competent home mechanic. Ask your tech if he changed it (he should have) and whether he bled the system afterward with the heater on !!
Now assuming the thermostat isnt to blame then likely candidates are the fan, temperature sender and fan relay.
to check the temp sender disconnect the plug to it and put an ohmeter across it, it should read about 150 Ohms when the engine is hot enough to turn on the fan, and about 1.6K Ohms at 30C. If its much above 200 ohms when hot it almost certainly wont turn on the fan and is probably the cause of the problem. Its mounted on the left hand end of the cylander head.
Next to test is the fan/fan relay. Check the connector at the fan is intact, if thats ok remove the fan relay and put a voltmeter between terminal 30 and earth, you should get 12v with the iginition on. If you dont then there is likly a wiring fault. Next bridge terminal 30 to 87 if the fan works then the relay could be faulty.
If the fan doesnt work then it could be to blame. Connect battery 12v directly to it via a fused fly lead with a suitable fuse. if you blow the fuse, and/or dont turn the fan chances are the fan is at fault. That is quite expensive but you can get used one cheaply There is one on ebay right now.
Finally dont re-post loads of times in the BB. This happens when you hit "back"
