When the clutch nears it's worn out point it may still not slip. The pressure plate fingers are just too tired and have to work too hard to overcome the wear. With cable clutches make sure the sheath ends are secure. If what ever is holding the sheath end isn't sturdy the clutch won't release. The cable ends are more straightforward and less likely to be overlooked. The sheath often gets overlooked.
A cracked clutch fork, though rare, is another non releasing problem causer.
