A little extra searching here turned up a picture of how the springs are supposed to go. Basically, with the springs on wrong, the brakes DON'T WORK and with them on right they do work. Duh! It doesn't seem like such a little thing should make such a big difference.
Brakes are working perfectly now. Thanks!
