This sort of thing started to happen like this, or worsened, with the reformulated fuels. The low volatility summer fuels foul the fuel injectors. With the cooler mornings, the injector spray patterns and low volatility fuel can cause this problem. Use a 20 ounce bottle of Techron Concentrate then a 16 ounce bottle every 8K or 3X/year thereafter.
That should fix that sort of problem in 1 to 3 days, depending on how much fuel you use per day.
If problems persist, pull the plugs and read the deposits. Regap or replace. The plugs should be NGK. If standard plugs, gap .035-.037". Those should be BPCR6ES11's. If platinum plugs, gap to .039". Worn plugs can create or contribute to problems like this. If plugs fouled, replace them.
There is no idle air control valve starting in 2000 (1999 for Viggen). The motorized throttle performs this function as well as cruise control and traction control operations. The TB bore might need to be cleaned out. Use a mild solvent on a cloth etc. Do not spray with a lot of carb/TB cleaner as you will get rough running and CELs for your reward.
Please post miles on vehicle for things like this.
