From 1994 to 1996 Saab factory recommended power steering fluid was GM Power Steering Fluid (GM Part No. 1050017 or equivalent conforming to GM spec. 9985010). PS fluid meeting the GM standard is available under several brand names at most auto parts stores for a under $5 for a quart. It is inexpensive and works well for 3-5 years and then may need to be changed. ATF is often substituted for the GM power steering fluid and seems to work fine in most applications.
From 1997-on Saab used Pentosin CHF-11S, is a synthetic hydraulic fluid with superior temperature handling ability (-40F to 266F) and anti-foam properties compared to the standard GM power steering fluid. Pentosin CHF-11S is also used by several other European car makers including Audi, BMW, Mercedes, and Porsche. Pentosin CHF-11S is very stable and should not need to be replaced for the life of the power steering pump. The downside is that Pentosin CHF-11S is quite expensive at $25 per liter. According to Pentosin, CHF-11S is not compatible with any other hydraulic fluid.
