You should never have to "cut" the tie rod to make adjustments. Unless something is severely bent you can always get plenty of adjustment out of it. Swaping wheels from 17 to 15 or 15 to 17 will not effect the alignment of the vehicle. There are two 13mm pinch bolts in each side that prevent the tie rod adjuster from moving. I have seen them break before.. are you sure thats not what he is refering to? If they break off inside they must be drilled out and replaced with a through bolt. Also, the tie rod adjusters like to rust and sieze up. If this happens the best thing to do is take them apart, clean them and anti-sieze them for easy adjustment.
