You can easily hear it when listening for it. But during a normal startup, you have the foot on the brake pedal right away when turning the ignition key, so the noise drowns in all the other clicks and clacks when everything is turned on.
If the solenoid is on it's way, you can sometimes aggrevate it to fail by pumping the brake pedal. It is an electro magnetic solenoid so as hotter it gets, as more prone to failure it is.
But it could also be some of the intricate lockout function that the solenoid is releasing that has jammed intermittently.
Or, an intermittent brake light switch.
