Pre-winter maintenance

I have a 1999 93SE with 67K. I want to do some pre-winter maintenance before the snow flies here in VT. This year I am planning to flush the coolant.
1. Is there a drain valve on the bottom of the radiator?
2. Should I change the T-stat, even though this one is working fine?
