Steering wheel wobbles when braking

May not be the best way to describe it...perhaps a shimmy but none the less, when braking lightly at 55-70mph the steering wheel wiggles, similar to when the tires are out of balance. The tires have been recently balanced, didn't hit any holes or anything to send things out of balance. Just started suddenly. Had pads and rotors looked at over the weekend (a little bit of rust was removed). One rear caliper is not functioning properly. I guess you would say the outside brake pad isn't doing anything (rotor is rusty on the outside indicating no contact with pad). Would the bad caliper suddenly cause a shimmy or is there something else I should be looking at. I have also noticed (though never thought much of it) that when braking to a stop (10-15 mph) I can feel a grab and release - grad and release, like its not an even grab.
Any suggestions...the high speed wobble is really unnerving, and I'd like to fix it quickly!
