I have found that entering the radio code and radio is back on, is working 1 out of 10 tries on my car. 1996 900S Turbo with 6 CD's changer.
I usually open my fuse panel before entering the radio code and if the 4 dash appear and stay for a while. I leave the ignition key to on position and remove/replug the fuse(fuse identified as Radio Diagnostic) It is probably not recommended, but it did work each time i've done it. Just be sure you have identified the right fuse.
I have also seen that diconnecting the CD's changer can also solve the code in problem. Did not work in all case for me... so i did go to the Radio Diagnostic fuse solution.
So you can try the CD changer disconnect to begin with and try the fuse if you want.
