'01 Viggen Radio Question

Good afternoon.
I have an '01 Viggen Convertible, and a couple of things have come up with my radio that I wanted to check about because my dealership is telling me one thing, but I have been experiencing another.
I have had the car for almost 2 years and didn't have any problems with this until about 6 months ago, but when I would drive the car and have the radio or cd player on, then I shut the car off (while it was still playing), when I'd turn the car back on, the radio would be completely off - no radio, no CD, no nothing. I swear that when I first started driving it, this was not the case. If I turned it off while the radio was on or if it was in the middle of a track while playing a CD, when i turned it back on it would start back on the same station or on the same track.
When it stopped doing that and I told the dealership about it, instead of fixing it they said that it was supposed to work that way - that when I shut it off and turned it back on that the radio SHOULD NOT come back on.
Can anyone confirm one of these two options? In your car, when you turn it off with the radio on, what happens when you turn it back on? I want to make sure that the dealership fixes it correctly before the warranty on it runs out.
