1999 auto trans problem - stuck in sport mode?

Our '99 9-3 turbo, 83K owned for two yrs., has a longstanding issue: from dead stop, AT will not shift up from 1st to 2nd easily under 2500 rpm and is not predictable (seems to shift as if driving with AT in sport mode). Other shift ranges seem OK but are still elevated over my 94 900s non-turbo in regular mode. Symptom seems most apparent in first trip morning driving. The S button on the shifter seems OK; the dash light goes on/off and light has never been seen to flicker. Speedo is fine. Wet/dry hot/cold weather seems to have no effect, making me think it's not a simple short to frame somewhere.
Is this a crank speed sensor or a wheel speed sensor problem?
Was there an issue with 1999 controller boxes that I missed?
