Don't know your engine/year etc
Tires are stiffer in the cold and pressure goes down. Air is denser and offers higher resistance. Cold air requires a throttle more closed which increases manifold vacuum and 'pumping losses'.
The T5 systems really are like that. The T7 systems do not show MPG losses in the cold or high temps. Hard to see what the differences would be as the O2 sensor feedback system should keep the mixtures right in any case. My 9-5 Wagon weighs a lot more than my NG 95SET did, but gets better MPGS.
