The little clips that wrap around the metal bar is not usually a problem. As cyonline said, just press the cover in to until they grab the metal bar.
The problem will be how to attach the sides. The sides of the cover have "fins". Onto these fins attach two plastic blocks (one on each side). Those blocks have protrusions that fit into the groves on the body of the car. Those groves are in the metal brakets attached to the body. The protrusions have to slide into the groves.
If the plastic blocks broke, then cost about $20.
The fins is the weakest spot. If yours are intact you are in luck. Then you can just press the bumper back onto the car. Those fins are thin, and are most likely to break. Then, there is no way to attach the sides.
I am not sure if they can be glued back, as the surface is too small, and the weight they carry is too much. Plastic Welding?.
