Waste Gate Question

I have a 1998 NG900 SE turbo. I realize the waste gate actuator require pressure to move the spring loaded waste gate. My question is when the car is off the the waste gate relaxed toward the passenger side of the car is the waste gate open or closed at that point inside the turbo.
I have tested my actuator with a mitty vac pump using the pressure port and the actuator will move the waste gate fully. My problem is knowing if that is fully opening it or closing it and its default is open. I had a NO boost issue today. I was running a MBC +A and fully removed it and hooked back up the factory and still no boost. Then I replaced my BPV and unfortunately at the same time tested my waste gate actuator and then test drove and boost again. Repaced the old BPV and still boost. Now I don't know what is going on unless the default position is open and the actuator was stuck until I hit it with the mitty vac and broke it free. I would appreciate any help you can on this and thanks in advance.
