Low turbo... replaced BCV. EVAP Purge valve?

I've had a low turbo issue for the past year or so. I can't seem to solve it.
The car is a 2002 93-se (117K miles now)
The turbo only goes up to 1/2 yellow. (Used to go to start of red before)
The idle is very good and stable. The fuel economy is excellent! (31+ mpg average on my 3000+ mile trip to Florida from Toronto this week, which included the "dragon's tail"!)
I've replaced the Boost pressure control valve (I broke it taking it off to inspect the hoses (one was cracked!). This didn't solve the low boost...
I've checked the vacuum lines and didn't find anything obviously missing or damaged (I didn't detach each lines to look at the inside...but did feel and wiggle them). I did find something unusual: The throttle body/IAC under the plastic engine cover:, in the center/middle is what I guess to be a "port" of some sort. If you stand on front of the car, the port would be pointed directly at you. It has a red ring around it and nothing attached to it. I don't see any evidence of a hose previously attached. Any ideas?
Related or unrelated: I noticed recently that the EVAP purge valve (passenger side near shock mount) made funny ticking noise (not always there). Do I really need to replace that? I also read that the O2 sensor should be replaced at 100K + miles? Would that affect the turbo?
