If you want to get a bit dirty, you can reach behind the wheel & check it.
There's a cable coming out to the wheel, it attaches to a lever. Pull on the cable to see whether it's stuck in it's housing. If the cable doesn't release, you need a new handbrake cable. Maybe you(r mechanic) can inject some grease in the end of the cable housing, but that's only temporary.
If the cable releases but the lever is stuck, then the brake has to be cleaned up & adjusted. Probably bound up with corrosion. Good idea to do both sides because the other one is probably just getting ready to seize.
