If manual, you know if you have the high output engine?
With a vehicle of that age, it might not be wise to sink major mod money into it. A minor accident could have the vehicle written off... with your mods.
A MBC+A makes sense, you install your self and little cost. But you need do some supporting mods. Remove turbo compressor discharge silencer (installed in some 1999's phased out during production run). Air box 3" duct mod. K&N 33-2663, rework TBTC. Those are all low cost DIY mods. Many install the Saab Sports exhaust system DIY, but the system is a significant expense. At that age and miles, I suggest that you replace the intermediate pipe at the same time, as the flex joint is not going to last much longer, and the stresses of replacing the system may very well shorten its remaining service life anyways.
With increases in boost pressure, switch to NPCR7ES11 plugs and run .039-.041 gaps, regap or replace often. DO NOT use platinum plugs in high output applications. Use better oil and filters, and premium fuel becomes non-optional. You will have to learn new throttle technique with the MBC+A as the boost response will be very non linear... which is the character of a turbo charger.
The above changes will make major power.
Other mods: performance tires, rear sway bar (cheap and DIY). Koni adjustable shocks work very well but are costly. Some install DIY, but it will be too difficult for many. The front upper strut mounts should be replaced at that time, and the thrust bearings.
Next logical power mod after the above would be installation of the Viggen IC. Many do that DIY as well. If you have the HO engine, you have that now and there will not be a turbo compressor discharge silencer to remove.
