Low Beams are inoperable

2001 9-3. Low beams simultaniously failed. Seems odd, both at same time? I read a few threads on the bulletin board, seems three options should be reviewed: 1) check using new bulbs 2) replace/solder Orange Relay (under hood?) 3) remove fog lamp fuse/replace see if corrected - then could be ignition switch (is fuse interior panel?). High beams are still operational, as are the fog lamps. Anyone have suggestion on best steps to proceed? Thanks Jeff M
