'99 9-3 - Can Only Fill Tank 3/4ths, Then Fuel Odor

The past few times i've filled up my '99 9-3 SE, i've only been able to fill the car up to just over 1/2 tank. Then, if I leave the car in my garage, the fuel odor is extremely strong right afterwards.
A bit of history - this car has been my (excellent!) daily driver, but back in December I had a knee injury and therefore the car was left park for about two months. When I was able to drive again, I replaced the battery (it wouldn't jump and was about 7 years old to boot). Besides the battery, the sitting, and the cold weather, no other variable has changed.
I've read that this could be the ELCD Purge Valve seizing, which I intend to test w/ a 9V tonight find out. However, if it isn't, what else could it be? Also, if the line is intact, what is the likelihood of a blockage?
