Faint whining sound

I have a '00 9-3SE with nearly 100k on it. It has been into the shop a few times over the past 6 months, for many new things. Most recently tires, radiator, and heater core.

I don't normally drive the car, my wife does, and she is notorious for not noticing anything other than "low gas".

It has been cold recently and the evening of the Super Bowl, I drove a friend home. It was just as it was starting to get really cold here (Boston) and while outside of the car I heard a noise under the car, towards the front, that sounded sort of like a fan hitting/grinding against something.
The car drove fine, and the sound seemed to get no better/worse based on the driving, and it wasn't all that audible inside of the car.

I then I had to travel for a month and got back recently. I drove the car today and noticed that around town, as it accelerated and decelerated, and around turns (which is pretty much also going to force acceleration and declaration), a whining sound started.

It is very faint, and I think it is towards the right front of the car, near the wheel well. It is not always there, but it comes at low speeds when the car changes speed (well, it is audible in those instances, maybe at higher speeds the wind noise is just too much).

It sounds like a combination of an electric motor whir, like the stereotypical robot servo movement sound in movies, and as my wife says "a strangled kitten."

I stood outside of the car with my ear near the front right wheel well and while the car was in P (auto transmission), had my wife rev it - no sound at all.

I would guess that this is either a transmission thing, a wheel thing, or (hopefully, since it is probably the least expensive option), something related to the recent intensely cold weather (this car lived most of its life in TX until this year, if that matters).

Doing searches on here is making me think that I'm in for another visit to the mechanic. He must love me and my wallet.
