Well, I succesfully removed the blower motor and blew all the carbon and dust out. In an attempt to test the fan out of the car I discovered the red wire going to the resistor pack is always energized (even with the ignition off) and caught my finger in the spinning squirrel cage when I accidentally shorted one of the fan termimnals to ground (ouch!!!). But wait, so the fan DOES work! Anyway, this made me decide it must be the ACC control unit, so off to the local SAAB Dealer for a replacement ($120). After disassembling the dash and swapping out the unit, the blower sprang to life again...success! CAUTION: Do not run the car/fan without the ACC Control bolted to the firewall, which acts as a heatsink. The unit will heat up and burn out. I found excellent pics and instructions at http://photo.platonoff.com/Auto/20060119.Saab_NG900_Fan_Speed_Control_Module/ I also added some new heatsink grease betewwn the unit and the firewall mount, and an additional TO-style transistor heatsink to one of the mounting bolts in an attempt to dissapate some extra heat.
