I just cured the inoperative fan in my 2002 9-3 SE by replacing the ACC Control Unit (about $120 from the local SAAB dealer). It is located under the passenger footwell and involves removing the glovebox. (See: http://photo.platonoff.com/Auto/20060119.Saab_NG900_Fan_Speed_Control_Module/)
However, you should probably check the 30 amp blower fuse first. You can also remove and test the blower motor, but you will have to remove the wipers, wiper motor and the plastic cowling underneath the hood/windshield. (See: http://photo.platonoff.com/Auto/20060204.Saab_9-5_Blower_Motor_Repair/)
Caution: +12 volts is always present at the connector to the blower motor, remove the 30 amp fuse or disconnect the battery to work safely.
Caution: Do not run the car without the ACC Control Unit bolted to its mount in the footwell. It will heat up and possibly burn out.
