'01 9-3 SE - Gauges on, no turnover

I'm having a re-occurring problem with my '01 9-3 SE. I've been complaining to the dealership for a while, and they still haven't found an answer.
When I go to start my car when it's been sitting for a short while (e.g. going to the grocery, running into a restaurant for lunch, even pumping gas) I will turn the ignition and all of the gauges come on. The engine doesn't turnover or even sound like it's attempting to. They initially blamed my "after-market" battery, but re-canted once they checked it out and realized that it had happened with my old battery. It's been going on for almost 18 months now. It eventually starts, anywhere from 2-30 minutes after it's been sitting.
Any similar histories or hints? I'm taking it back to the dealership one more time (they're willing to work with me since it was reported on-going before the warranty expired). It's frustrating and unsafe!
