Is it the serpentine belt tensioner?

While running an after work errand, I got stuck at a RR-crossing on a slight incline. The oil light started flashing, then shortly the battery charge light. Knowing my serpentine belt was about ready for replacement, I blipped the engine, and both lights went off. However, at each subsequent stop, they both came on. I just kept the RPMs up to keep the lights off. Checked the oil, and it was fine.
Drove fine home, on next days commute and to the shop the following day. Got the belt replaced. Volt meter on an inverter plugged into the power outlet, showed a few more tenths of a volt than before.
The next week, I had to run the same errand… got stuck at the same place, and the same thing happened. It also happened on my commute home the next day.
Is it the tensioner? Can it be adjusted? Should it have been? Should I have had the tensioner replaced?
