Neither of those cars are good for someone on a tight budget. If you are set on getting one, I'd worry more about finding a quality car, rather than whether it is a NG900 or a 9-3. They are basically the same. The 9-3 top is a little less prone to problems, but problems still arise. I'd just be looking for a car that was properly serviced, and comes with records. The wrong owner can turn a car into a total toilet in just 2-3 years.
