Hey Brian,
This is quite common. I have seen so many Saab NG900s and 9-3s with this. I think it's a matter of stress on the body. It starts right where the panels meet. I used a sanding pen and wet 350 grit sandpaper, a little primer, and Saab touchup paint. Finished effect looks very good. Once it warms up, I am going to do the other side which is actually a bit worse. Fortunately, I just had bubbles opposed to actual rust breakthrough. Besides that though there is no rust on the car. Not too bad for a car with almost 200k miles and 8 years in Massachusetts winters.
