Can a BOV Hooter valve hange open?

I have a 1998 NG900SE turbo with 136k on the clock. I have a MBC +A on the car. I have had 2 times the turbo went limp and would not boost. The car idled fine but noooooooooooo power at all and no CEL shown. The first time was for an extended period on the way home and lasted through removing the MBC +A and hooking up conventionally and still no turbo. I then changed the hooter valve and had turbo but hooted (reason for putting the Viggen version on to start with. Then I put the old HD hooter valve back on and still had turbo. I left it this way for months. The other day I returned the MBC +A and then coming up a hill I relaxed the throttle and then gased it again and it happened again. No body is home in the turbo boost. It came back on its own. My theory is when I relaxed the throttle it blew off pressure via the BOV and then it hung open and robbed all the boost. Can this happen. Thanks in advance for the help.
