Hey Trevor,
I was in the same boat as you about 18 months ago. Biggest things with 99's - make sure the oil has been changed at good intervals (<5k) with high quality oil, preferably a synthetic...sludging is the death of these motors. Also, ask if the cylinder head re-torque has been done, if the plugs in the DI cassette have been changed regularly, and if the MAF has ever been replaced. I've been trying to clean/regap my plugs every 2-3 oil changes, and the MAF in these cars should really be part of a 30k-40k mile interval preventative maintenance routine (site sponsors have em for a little more than $100). You'll probably have a few dead pixels on the SID, not a big deal, can be repaired (see classifieds) for under $100. If it still has the stock Viggen wheels, ask/inspect to make sure none are bent (very easy to do). Good luck - these are great cars and an absolute blast to drive, and if you do some pretty basic PM are very reliable and a decent daily driver (I get 28-30mpg regularly, without much effort).
