mysterious 2" black plastic thing under steering wheel

so sunday night my clutch pedal went straight to the floor while i advanced towards a toll gate and the next two hours were an interesting adventure getting to the side of the raod and out of the area and back on the road. the rpoblem with my '95 900 turned out to be a broken clutch cable ($60 plus labor, my car running better than before=priceless) but when i got to the side of the road and disassembled the plastic cover so i could get a better look at the clutch pedal etc i had to disconnect and unscrew a small black plastic cover/plug sitting above/between the clutch and brake.
the car was fixed monday, i happily picked it up and drove it home (i was hours from home), but i now look at it and see that the little black thing has no plae to go. sunday i had unscrewed all the plastic underneath to take a look, and left it off figuring the garage was going to need it off anyway, so it was sitting in the back the whole time, but now i go to reassemble and see that the "plug" and wires that used to connect to this black plastic cover are no longer anywhere in sight.

any idea what used to be there and if it was important and what they might have done with it? it was a non-saab, corner garage. any info or help is greatly appreciated. i bought the car earlier this year with 150k for those interested.
