Congratulations I had the same problem. You need to replace the whole mast assembly one which does not have a high resistance ground. I bought a used assembly and removed the mast. I think Harada had a bad run of electric antenna's and all 99 9-3 have a problem with poor ground connections on the mast. The ground on the radio in the car is suspect as well. Check the ohm reading between the black wire on the radio connector to the radio chasis. It should be 0 ohms. If not splice a wire from the black radio connector to chassis ground externally. This will give a solid ground to the radio and the rear antenna.
Good luck . I think we have finally solved the problem with poor AM reception on th SAAB 99 9-3. Defective Harada Electric Mass Assemblies.
