ignition switch -- help me id the repair, please (+)

1998 900S 5-door, 2.3l, 5-speed manual, 151K miles.
Symptoms:
-- complete shut down coming to a stop -- happened twice to my wife. She says it would not restart for a minute or two. After waiting it started normally.
-- key gets stuck in lock position. Sometimes the lock cylinder will pop up and the key can be removed normally. Sometimes it will not pop up and the key cannot be removed. Shifter can be freely moved in and out of reverse when this happens.
-- headlights will not turn off. This one is weird because it will occur even when the lock cylinder pops up and the key is removed. I pulled fuse #15 to disable DRLs and can turn off the lights that way. Interestingly, the lights stay on even if the key is removed and the light switch is in off position. I have to turn the key to ON and then again to off with the engine off to get the lights to turn off.
-- the feel of the key is not normal. Can't really describe this too well. It just feels rougher and more vague than normal.
Is this something that is likely to be cured if I replace the ignition switch? Or do I also need to order a new mechanical lock? That must be done through the dealer because they must match my key to the lock, correct? Thanks a lot!
