A/C Making a screaching sound & engine losing power

The patient in question is a -99 9-3 SE Conv't, with 108K on it. Bought the car in -05 with 76K on it and have been having serious problems with the A/C from the get-go. In the beginning, the AC put out cold air, but I noticed that the AC was making a constant screeching noise, as if something was chafing. After a month-long trip abroad, there was no noise but no cold air, either. The refrigerant had leaked --> no pressure --> the clutch didn't kick in. I found this out when I had the compressor and drier/receiver replaced about a year ago. My mechanic said the old compressor had eaten itself up from the inside and leaked the contents of the system into the atmosphere.
This time I made sure he mechanic added the lubricant into the refrigerant when he installed the part. Now there was cold air again, but whenever the A/C was on, I heard the screeching, hissing noise again. Also, there is a serious loss of power whenever the A/C is engaged, and which goes away immediately the heater is turned to 'ECON' or 'off'.
A friend listened to the pulleys with a stethoscope, and said the bearings on the tensioner were going bad. He also said the clutch on the AC sounded great. I had the assembly replaced (Goodyear from Advance Auto $24.99) but no dice.
Since the noise is there even with a new compressor (I would like to hope the brand new Sanden isn't faulty), it's probably caused by something else. Any suggestions on how to proceed? Do I need to replace all of the pulleys? Furthermore, can a bad pulley suck up a noticeable amount of power?
The loss of power and the noise pretty much keep me from running the AC, so your help is greatly appreciated!
