I don't know how you have gotten Saab to "consider" covering the cost on a 13-14 year old car with 170K miles.
What I suspect is that Saab wants you to bring the car to a dealer no matter what and then they charge you for the diagnostics which would be at least 1 hour and then Saab comes back after doing the "consideration" and tell you that your car is too old and have too many miles to be covered.
Since you already "know" that the SRS reel under steering wheel is bad, just have it replaced by an independant shop.
It would probably be around $250.00 to replace without any fault tracing involved.
