I have a 2000 base model as well. As you've probably figured out, there aren't a lot of options in the V-rated 195 size.
When my OEM michelins wore out, I replaced them with Bridgestone Turanza LS-V in the 205-55-15 size. They fit my stock rims just fine. They were some of the best tires I have tried. They were quiet and had good grip and performed well in rain for me. They were kind of expensive, though.
When these wore out, I replaced them with Kumho Ecsta ASX in the 205-55-15 size. My set of four on my car just plain suck. I can't keep them balanced. If you look at Tirerack, you'll see a lot of glowing reviews, but you'll also see a good number of complaints about the balance issue. Maybe it won't happen to you, but it happened to me. Based on my experience, I can't recommend Kumhos. Other people have great Kumhos.
When I replace the Kumhos, I might try the Michelin Pilot Exalto A/S or the Yokohama AVID V4S, but I'll stick with the 205-55-15 size and I'll stay with a V-rated tire.
