I brought my compression tester home today and the numbers are very low, but consistent. All cylinders were 90 psi. I pulled the valve cover to verify cam timing, and it's spot-on perfect. The little notches in the cams line up precisely with the little notches on the cam caps when the crank pully notch lines up precisely with the timing case notch.

My thoughts behind the low compression would be first, this is a virgin motor with zero miles on new mahle (saab) piston rings, so they have not had a chance to break in at all.
Secondly, the engine has never built up oil pressure, since it has only been spun by the starter. Consequently, I'm not convinced that the hydraulic lifters are inflated, so the valves may not be opening all the way yet.
Third, the engine has never even reached opperating temp, and as we all know, comp tests are to be performed at operating temp.

With that said, the car still doesn't run. The new DIC I ordered came from a saab tech on the east coast and he says that he had a car running with that cassette for 30 minutes in 93 degree weather before he boxed it up and sent it to me... He suggested I feel and listen to the fuel pump while I try to start the car. I did that and it seems as though the pump loses power while the starter moter is engaged. It goes from a high pitch whirr to a quiet low-pitch whirr and then back to high pitch when the key is released. I'm not sure if this is normal or not.
