Stuck Wastegate, anyone with experience?

Okay, so heres the story.
99 9-3, 124,xxx miles. New DI, Alternator, Fuel Pump, and MBC+A, stock ECU
Since the day i bought it, the car always boosted way into the red and hit fuel cut in 2nd, 3rd, and 4th gear. Since the stock ECU and BPC dont allow for boost levels this high, i assumed that my BPC valve was shot from the getgo.
Since i couldnt afford the $232.00 stock BPC unit, i just sprang for the Smart Performance MBC+A. It seemed like a cheaper fix and a nice way to squeeze a litle more juice out of the stock tune.
Installed the MBC+A, and I am entirely unable to adjust my boost...still hitting fuel cut.
Today, when the car was cold, i removed the turbo heat shield and tried to move the wastegate actuator by hand...it wont budge. I can feel the arm moving around in the actuator, so Im pretty sure its seized up on the wastegate side.
Does anybody have any experience getting these wastegates to "unstick"? Or am I looking at a situation where im going to have to replace my turbo?
