I had similar, but not exact symptoms as you describe on my '98 900SE. I had a "burst" or a pop followed by release of freon into the atmosphere. A/C would not cool anymore, compressor would still go on. Hissing was present if I turned on the A/C, most likely the exansion valve. I'm not sure about compressor not turning off though.
Anyhow, here was the diagnosis for what happened to me. It turns out that my HIGH speed fan speed was not going on when the a/c was engaged. The above incident happened almost 2-3 minutes after I started the car and turned on the a/c. Thus, not even the low speed fan will go on since the temp was not that hot yet. To keep the compressor from frying, the system released the freon. The high pressure switch was faulty and was replaced, not sure if that was causing the high speed fan not to turn on as all relays were okay. A/C was recharged and not works good. Its still noisy as heck, but that's another issue.
If you're mechanic is okay with replacing the clutch, go for it. I know the clutch alone will cost you more than $199 though. I have seen where the bearing inside the clutch is replaced if you're getting a lot of noise in that area. The right mechanic can do that change easily if he has access to replacement bearings.
