I beleive its the throttle body; I just went through this on my 200 Viggen, 90K miles. Surging on the highway with crusie control, no codes. After reading all the posts I could, I started with the MAF, then the spark plugs, then the purge air valve, then the crank angle sensor, then the bypass valve, and finally the throttle body which solved it. As you can imagine with all the new parts, it runs absolutely great now. You can get a re-built throttle body on Ebay for ~$200. I also did all the vac lines I could. My .02
