Peter, I'm willing to bet that the PO of your car had a failed ignition switch (very common) and that he chose to replace the ignition lock cylinder, too. They are attached, and often folks will get a used switch/lock/key and put in the whole assembly as a replacement. They completely forget about how it will de-synch the keys for the car.
I'm not one to blame anyone though -- I did this in replacing my glovebox and now I can't lock it!
