89C is factory, 82C is optional. No matter which one you have, the engine should reach a specific temperature and stabilize. The dash temperature gauge is factory adjusted such that you wouldn't really be able to tell the difference between 82C and 89C.
Most likely, you have a bad thermostat and it is stuck open all the time. To determine that, you can start the engine and let it idle for a few minutes. If the radiator gets warm before the gauge says you are at operating temperature, then it is probably stuck open.
The other possibility would be that the sensor is going bad. I have one right now that reads cold most of the time. It is the second one since I've owned the car. The first bad one was obvious because the gauge would go all the way cold at random times. This time it is consistently cold and I had to do the above procedure to determine which was faulty.
Can you take the car back to the shop and have them fix it? It seems like it would be under warranty since they just did the work...
