Jim,
Ok, first all the cams are the same. The sprockets are used to make them the correct cam for its position. If the engine lost a timing belt, make sure the dowel holes in the cams are not cracked.
The cams are numbered 1-4. #1 is closest to the firewall, #4 is closest to the front of the car.
There 2 sets of cam sprockets. They are marked with a 1&2 or 3&4. On cam #1 put the dowel in the 1 slot and use the #1 mark on sprocket to line up on the notch cut in the backing plate. Remember to have the crankshaft about 60 degrees off TDC so the valves don't hit the pistons as you turn the cams. Also Saab recommends replacing the cam sprocket bolts with new ones and they are torque-to-yield style. Do the same with all the other cams.
Best thing is to use a new Saab timing belt as it has white marks that correspond to the sprocket marks. The double line goes with the bottom crank pulley then follow the arrows for proper direction.
The notches in the timing cover backing plate will get you close enough, but to be perfect, you would need the timing belt tool kit.
